Committee on Black Community Concerns
Of the 13 demands African American students presented to President Asa S. Knowles on May 3, 1968, the last one may have been the most important. It called for establishing a committee of faculty, administrators, and African American students to "institute, view, and report on the university's implementation" of the other demands.
Thus, the Committee on Black Community Concerns was formed. Northeastern's African American students realized that the Committee on Black Community Concerns was imperative; if their demands were to be met, there needed to be a group in place to ensure that the university followed through on all it had promised.

NORTHEASTERN UNIVERSITY BOSTON, MASSACHUSETTS 02115 Office of Academic Affairs July 10, 19 68 Dr. As a S. Knowles, President Northeastern University Boston, Massachusetts Dear Dr. Knowles: I am writing this letter to you at the request of the Committee on Black Community Concerns . Your answer to the recent demands made by the Black students at Northeastern has made it clear to all of us that it is the sincere intention of the University to make it possible for Black students to begin and continue a program of study at Northeastern. This is clearly substantiated by your comment, .. Northeastern University will do its best to see that no qualified Negro applicant from Greater Boston is unable to enroll in one of the co-op colleges because of inadequate financial resources ... Many of the recent scholarships, however, are for the first year students only. These have been granted with the understanding that cooperative work earnings will defray much of the upperclass expenses. In many instances this is not entirely sufficient. The Committee on Black Community Concerns feels there are certain assumptions that must be made in reviewing and recommending changes in the financial aid program for Black students. 1. A large majority of the students are from families of low income. 2. 95% of the students are in a non-technical curriculum at the University and have low-paying co-op jobs. 3. Many Black students choose employment which involves community projects and social service agencies which pay a rather low co-op salary. Dr. As a S. Knowles President 4. two July 10 1 19 68 Many Black students are in a position where they must assist in the overall family expenditures. This naturally decreases co-op savings and makes contributions toward school expenses difficult. Some students find it necessary to reside at the University during school periods. This naturally increases the overall college expenses. Whereas the committee feels that the financial aid funds allotted to Black students are not entirely sufficient to meet their needs 1 we recommend the following for consideration and action: 1. That scholarship funds for Black students be increased substantially so that expenses of upperclass years can be met by a combination of student savings and University financial aid 1 and that financial aid will consist of scholarships 1 part-time employment 1 and loans 1 in that order of priority. 2. That the loan portion of the financial package be kept to a minimum. 3. That freshman students not be required to work part-time. Upperclassmen 1 however 1 may be expected to accept parttime employment if their need is gre a t. 4. That the financial aid program for incoming freshman Black students be expanded to include the cost of books 1 fees 1 and living expenses when needed. I have been asked by the Black Community Concerns Committee to arrange a meeting 1 at your convenience 1 with you and the student members to discuss this matter. Thank you very much. Yours sincerely 1 Norman Rosenblatt 1 Chairman Black Community Concerns Committee

Because students on the committee worked closely with faculty and administrators, the students came to understand that in addition to the 13 demands there were other issues they needed to address, there was more to attain. It was with this understanding that the seeds of the Department of African-American Studies and the African-American Institute were planted and grew into fruition.
